District 3 Senator Shirley M. Kitchen

District 3 covers parts of North Philadelphia. It contains the Lower Germantown and Olney neighborhoods, among others. Democratic Senator Shirley Kitchen has represented District 3 since 1996.

Senator Shirley Kitchen has served the city the Philadelphia for over 30 years as a social worker, Director of Constituent Services for the Philadelphia City Council, Executive Director of the Ludlow Neighborhood Advisory Committee and a member of the Pennsylvania House of Representatives from 1987-1988. She is also a member of the advisory committee to Calcutta House and a board member of North Philadelphia Housing Community Development Corporation.

As Senator, Shirley has represented the 3rd District since 1996. Serving as the Democratic Chair for the Public Health and Welfare Senate Committee, she fights for the rights of low income families. In addition, Shirley has been instrumental in creating programs which strive to strengthen community development. She is an advocate for urban modernization and works to create a greener Philadelphia. Shirley has also fought for reform of Pennsylvania’s justice system.
